Using headlights from half an hour before sunset to half an hour after sunrise is crucial for safe driving, as it helps to ensure that vehicles are visible to each other in low light conditions. This time frame corresponds to dusk and dawn when visibility can be significantly reduced. Additionally, in situations of poor visibility, such as during heavy rain or fog, headlights play an essential role in increasing your own visibility as well as helping others to see your vehicle on the road.

While using headlights during rain or fog and at night are important considerations, the requirement encompasses a broader scope by also addressing the specific times of day when visibility is typically at its lowest. Thus, the correct approach is to use headlights during the designated times and when visibility conditions require it.
